Utah's UPL Program

Utah’s Skilled Nursing Upper Payment Limit (UPL) program is a complex and essential part of the state’s healthcare system. However, aspects of the program have been misunderstood or taken out of context leading to confusion about how the UPL program works and the essential role it plays in supporting patient care for Utah seniors.

This site was created to help make that complexity easier to understand. At its core, the UPL program brings more than $100 million annually in federal funding into the state, at no cost to Utah taxpayers —helping to better support the costs of caring for vulnerable seniors. A deeper understanding of the program is critical to informed decision-making and maintaining access to care across the state.
